The cost of the certificate depends on the period of submission:

In what form and where does the certificate come from?
The passenger receives a scan of the certificate to the email address indicated in the application. If the original is required, the company sends the certificate by Russian Post to the address from the application
Procedure for providing certificates:
1. Payment for issuing a certificate of the fact of completion or cost of transportation is charged taking into account that one certificate is issued with confirmation of one flight of one passenger or the cost of one transportation of one passenger (except in cases of completion of a flight at a round-trip rate or at a transfer rate).
2. A certificate issued for one passenger over 2 years of age is paid for in the established manner. A certificate for a passenger under 2 years of age is issued free of charge in the event of simultaneous provision of a response on one form for an accompanying adult passenger and a child.
3. The certificate is issued only after the fee has been paid.
4. An individual has the right to request a certificate only for transportation performed by him personally or by a person for whom he is recognized as a legal representative in accordance with civil and family legislation. This fact must be confirmed by documents. A legal entity has the right to request information only for persons who are in employment relations with him, with the attachment of documents confirming the existence of employment relations (a copy of the work record book).
5. The certificate is issued on the company letterhead of the Airline and signed by the head of the transportation organization service (TOS) or the person replacing him in the established manner.
6. The certificate is valid for presentation at the place of demand (including presentation to the accounting department to confirm the fact of the flight). The certificate has no time limit.
7. The certificate is drawn up in free form and contains an answer to the question posed.
In cases of flight delay/cancellation /postponement, the Severstal Airline issues certificates without payment. To issue such certificates, fill out and send an Application for registration of certificates

Read the terms of registration of certificates. Fill out and send an Application for registration of certificates. Pay the cost of the service (depending on the time of registration of the certificate) and expect a scanned copy of the certificate to the email address within 3 or 15 days from the date of sending the application (depending on the selected terms of service provision).
The delivery of the original certificate depends on the services of the Russian Post and the distance between your city and the place of departure.
