Transportation by VPD

The forms of the VPD (Form 1 requirement, Form 2 invoice requirement, baggage coupon) are defined by Order No. 815 of the Minister of Defense of the Russian Federation dated December 27, 2017

The validity period of the IDP is 3 (three) months from the date of issue of the claim (this means that the IDP is valid for 3 (three) months to issue a ticket, and not to start transportation)

To arrange transportation, you must present the documents:

VPD MO;
identification card (military ID or passport).

Registration of transportation by VPD is carried out only at the offices of authorized agencies and is issued only for persons specified in the VPD, and strictly along the route specified in the VPD. When registering, the original IDP is withdrawn from the passenger

The Internal Affairs Department of the Ministry of Defense must be filled in in Russian, signed by an authorized official (indicating the surname) and certified with the stamp of the Department of the Ministry of Defense of the Russian Federation with a legible, fully readable impression. VPD MO is accepted for payment:

for military pensioners, the form of the Ministry of Internal Affairs of the Ministry of Defense is yellow (series 01606)
for all other VPD MO pink (01600 series)
baggage pass

The VPD should indicate:

"From" — the name of the city or airport of departure;
"Before" is the name of the destination city or airport;
"B" — type of transport — "airplane", "air transport", etc. (VPD issued for following other modes of transport are not accepted for payment);
"Transport" — military ranks, surnames and initials are indicated (for family members of military personnel — the degree of kinship, surnames and initials, for children of military personnel: name, age or date of birth);
"Total paid passengers" — the number of adult passengers and children separately is indicated in words;
"Purpose of transportation" — "business trip", "vacation"; where "discharge to the reserve", "to a new place of service", "escort of personnel", "prescription No. ...", "military registration", is a business trip, "for inpatient treatment" and "vacation". the word "vacation" is indicated.
"Date of issue" — the date and year of issue are indicated in numbers, the month in words, must be filled in.

Forms of the Internal Affairs Department that do not have a signature, date of issue, seal impression of a military unit, as well as with an illegible seal impression, corrections, additions, erasures or expired, are considered invalid.

Ticket exchange

At the request of the passenger, the voluntary postponement of the departure date is carried out according to the rules of fare application, with additional payment of the difference in fare and fees (if any) to the new start date of transportation at the expense of the passenger.

In case of flight cancellation or change of departure date by the Carrier, tickets purchased under the VPD are subject to replacement for another flight without charging additional fees to the passenger.

It is not allowed to change the route of transportation at the request of the passenger.

Ticket refund

Ticket refunds are made according to the conditions of the fare application. Cash refunds are not made to the passenger, the passenger is given a "Certificate of refund of air tickets issued according to the Ministry of Internal Affairs of the Russian Federation".

Fines are charged in cash from the passenger according to the conditions of the fare application.

In case of voluntary refusal of the passenger from the entire carriage or part of the carriage, the fees to be paid are paid at the expense of the military passenger and are not subject to reimbursement at the expense of the Ministry of Defense of the Russian Federation.
