In accordance with Appendix No. 7 to the “Rules for conducting inspections, additional inspections, repeated inspections, observations and (or) interviews in order to ensure transport security”, approved by order of the Ministry of Transport of the Russian Federation dated February 4, 2025 No. 34:

1. Explosives, blasting agents and objects filled with them, including:

  • gunpowder;
  • live ammunition (including small-caliber);
  • cartridges for gas weapons;
  • hunting caps (pistons);
  • pyrotechnics: signal and illumination flares, signal cartridges, landing bombs, smoke cartridges (bombs), demolition matches, sparklers, railway firecrackers;
  • TNT, dynamite, TOL, ammonal;
  • detonator caps, electric detonators, electric igniters, detonating and safety cord.

2. Compressed and liquefied gases:

  • gases for domestic use, including butane-propane;
  • gas canisters filled with nerve agents and tear gas.

3. Flammable liquids:

  • acetone;
  • gasoline;
  • samples of flammable petroleum products;
  • methanol;
  • methyl acetate (methyl ether);
  • carbon disulfide;
  • ethers;
  • ethyl cellosol.

4. Liquids in containers with a capacity of more than 100 ml, including partially filled ones, when carried by passengers in checked baggage and items carried by passengers.

5. Flammable solids:

  • subject to spontaneous combustion;
  • emitting flammable gases when in contact with water:
  • potassium, sodium, metallic calcium and their alloys, calcium phosphide;
  • related to the category of flammable solids, including white, yellow and red phosphorus.

6. Oxidizing agents and organic peroxides:

  • colloidal nitrocellulose (in granules or flakes, dry or wet, containing less than 25% water or solvent);
  • colloidal nitrocellulose (in pieces, wet, containing less than 25% alcohol);
  • dry or wet nitrocellulose, containing less than 30% solvent or 20% water.

7. Toxic substances.

9. Caustic and corrosive substances:

  • strong inorganic acids, including hydrochloric, sulfuric, nitric;
  • strong acids, including hydrofluoric acid and corrosive substances.

10. Poisonous and toxic substances:

  • poisonous, highly potent and toxic substances in liquid or solid state, packed in any container;
  • brucine;
  • nicotine;
  • strychnine;
  • tetrahydrofurfuryl alcohol;
  • antifreeze;
  • brake fluid;
  • ethylene glycol;
  • mercury, except for the cases specified in paragraphs 11, 12, 15 of this appendix;
  • hydrocyanic acid salts and cyanide preparations;
  • cyclone, cyanogen, arsenic anhydride.

When transported as checked baggage in the cargo and baggage compartments of an aircraft with isolated passenger access to baggage during the flight:

  • civilian, service, as well as combat hand-held firearms and bladed weapons in accordance with the Federal Law of December 13, 1996 No. 150-FZ "On Weapons" in the manner established by the legislation of the Russian Federation;
  • crossbows, spearguns, sabers, cleavers, yataghans, broadswords, swords, rapiers, bayonets, daggers, knives: hunting, knives with ejecting blades, with locking locks, imitations of any type of weapon;
  • household knives (scissors) with a blade (edge) length over 60 mm;
  • alcoholic beverages with an alcohol content of more than 24% but not more than 70% by volume in containers with a capacity of not more than 5 liters, in containers intended for retail sale - no more than 5 liters per passenger;
  • liquids and alcoholic beverages with an alcohol content by volume of not more than 24%, packaged in consumer containers on which federal special marks of alcoholic beverages are applied;
  • aerosols intended for use in sports or household purposes, the release valves of the cans of which are protected by caps from spontaneous release of the contents, in containers with a capacity of not more than 0.5 kg or 500 ml - no more than 2 kg or 2 liters per passenger;
  • a medical thermometer containing mercury, in a standard case - one per passenger.

When transporting in things carried by passengers:

  • a mercury thermometer, mercury barometer or thermometer packed in a strong outer packaging containing a sealed inner liner or bag made of strong, impermeable or puncture-resistant mercury-tight material that prevents leakage of mercury from the package regardless of its position;
  • dry ice for cooling perishable foodstuffs - no more than 2.5 kg per passenger;
  • 3% hydrogen peroxide - no more than 100 ml per passenger;
  • non-hazardous liquids, gels and aerosols in containers with a capacity of no more than 100 ml (or equivalent capacity in other units of volume measurement), packed in a resealable transparent plastic bag with a capacity of no more than 1 l - one bag per passenger, including:
  • medicines, special dietary products, baby food, including breast milk, in the quantity required for the duration of the flight;
  • medicinal products containing narcotic drugs, psychotropic substances and their precursors, if there are documents stipulated by international treaties of the Russian Federation, including acts constituting the law of the Eurasian Economic Union, and (or) the legislation of the Russian Federation, confirming the prescription of the said medicinal products to the passenger, indicating their name and quantity, in the quantity required for the duration of the flight;
  • biological materials if the passenger has documents stipulated by international treaties of the Russian Federation, including acts constituting the law of the Eurasian Economic Union, and (or) the legislation of the Russian Federation establishing the procedure for the transportation of biological materials;
  • liquids purchased in duty-free shops at an air transport infrastructure facility or on board an aircraft and packed in a sealed (tamper-evident) plastic bag that ensures identification of access to the contents of the bag during the flight, on which there is confirmation that this purchase was made in duty-free shops at an air transport infrastructure facility or on board an aircraft on the day(s) of travel.
