Dear passengers, we would like to inform you that from January 20, 2026, due to the entry into force of the provisions of Federal Law No. 257 FZ dated 07/23/2025 "On Amendments to Articles 9 and 30 of the Law of the Russian Federation "On the State Border of the Russian Federation" and the Federal Law "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation" The birth certificate is excluded from the list of documents valid for crossing the state border of the Russian Federation by minor citizens of the Russian Federation traveling to the Republic of Belarus, the Republic of Abkhazia, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of South Ossetia.
For trips to the republics of Belarus, Abkhazia, South Ossetia, Kazakhstan, as well as to the Kyrgyz Republic, the child will need a passport.
Children who have already left on their birth certificate before this date will be able to return home using it.
If you are planning a trip with a child under the age of 14, get him a passport in advance — at least a month in advance. This can be done with the help of Public Services, in the IFC, the territorial divisions of the Ministry of Internal Affairs for migration in Russia, as well as in consular offices abroad.
In addition, starting from January 20, 2026, Russian consulates in these countries will no longer be able to issue an entry (return) certificate instead of a birth certificate in cases where the document is lost, damaged, or the child turned 14 during his stay abroad.
The internal passport of a citizen of the Russian Federation, which children receive at the age of 14, is still a valid document for entry into these countries.
